I am doing a research on relation between ICT implementation in exporting companies and their export performance. Anyone done that? Do you have an idea how to best measure the level of ICT implementation?
You need to aggregate ICT around key functions in company, maybe:
1)Sales management
2)Resource management (costs...)
2.a. Process resource management (purchasing, financial management, audit, research, etc)
2.b.Asset management
Production tools and infrastructure, logistics, research infrastructure and equipment
2.c.People management
Human resource management.
Then, once you have defined the building blocks of a company, you review IT tools and how they are used.
It's tricky: internal IT is not enough, you need to assess (values or estimates) the parts of IT which are outsourced.
Also you need to look how the tools are used. For instance if a company goes for a cheaper ERP version (e. g. SAP) , it may manually extract spreadsheets (Excel e.g.) from parts of the ERP, get some spreadsheet computation and cut and paste values into another part of the ERP.
You may also assess who owns the budget for an IT tool. For instance is HR IT project owner or the IT department?
This has impacts on risks: if IT owns the risk is not to meet the HR needs, if HR owns the risk is IT suboptimality.
You may also check if external IT resource purchasing is decentralised and uncoordinated (Ex extensible Cloud capacity purchased from Amazon Web Services, AWS) then needs are captured well, but the resource may be overpaid. Conversely centralisation creates complex approvals and potentially suboptimality in needs capture.
These aspects play a role.
You could just consolidate them, but it's important to be aware, and not believing that the more you pay the best IT gets...
