I want to develop an objective DSS for district cooling vs conventional AC. The idea is to look at different combinations of cooling sources in a district cooling system and where i develop a compare with conventional AC, looking at environmental & financial impacts.

Is there an obective method to be used for this?

The idea is to look at CO2, energy reduction, water reduction, efficiency, system adjustiblitiy and safety togheter with overall cost.
