In the first step preload has to be imposed and in the second step retrofitting has to be done under displacement controlled loading.
How to carry out this??
it is not so hard thing.
Abaqus automatically reads the results in the previous step and propagates the BCs for the next step. I really dont understand what you mean by importing from one step to the other but if there is some weird things between the results in the two steps then there are some problems in the model.

First try to perform a 2 step analysis, and activate contacts and other conditions on the second step, but if you what to use results of one analysis in another one:
Depending on what you need, you could perform a restart or apply initial conditions as a predefined field.

Also, if you have a complex assembly and would like to preload only one element, it's more efficient to create an analysis with that component only, find the solution and on a second analysis apply displacements as the initial condition with a predefined field, in the load module.

Actually my problem is preloading a RC structure in one step and then adding a retrofit layer in the next step.
But while making the layer active in the next step through keyword editor in restart analysis, the changes are not included.
How to proceed this??
