R0 will be solution resistance, Q1 would be double layer CPE and R1 with be charge transfer resistance.
If you generate a spectrum using R0, Q1 and R1 alone, does it match the high frequency data well? If yes, then the interpretation is correct. Otherwise evaluate R0,Q2/R2. If not, evaluate R0,Q3/R3.
Once you identify which Q/R pair represents double layer and charge transfer resistance, you can use Brug's formula to get Cdl.
