Is it a regional block, or ISP problem. Why MEGA 7 over MEGA 10? A little more detail regarding the problem would help. A VPN service might be a good solution, so long as it does not violate any laws or user agreements. Typically, I would simply email the MEGA team, especially if I was interested in older versions. They are very helpful and usually provide a download link if the website isn't working or doesn't typically have a version to roll back to. I have just checked the link that Jose Alberto Lopez-Aleman provide and it worked.
