Actually I am looking for a tool (preferably free), to determine quickly if a cross-section of a concrete structure would be large enough to place required reinforcement within its area..
Imagine that at a section of a structural element, the amount of Normal force as well as rotational moments in x y z directions are given, and you have already estimated the cross-section size. Now you want to check if this area would be large enough to home rebars in it. Is there any tool to find that, without going into details? Because in my research, it's not necessary to find out the details of the reinforcements, but I need to get sure, as quick as possible, that the estimated cross-section area won't be far from reality.

You can use any detailing software, in which you can play around with bar diameter and spacing between bars. If you are interested to know the detailing. If you have analysed your beam or slab and all code criteria satisfied than next job is detailing, in that you can vary diameter and spacing
You can use for example ACI manual code of practice in which there is a quick design aids.
You can use the Design aids (tables and graphs) of ACI based RCC text books.
