I am designing Questionnaire for Agricultural Policy makers to know their needs and problems especially related to data while policy making. Can any one guide me in this regard, what kind of question can be asked that can help them.

Firstly, you should clarify the objective of your questionnaire. What is the main information and hypothesis that the outputs of the questionnaire could lead?
After a previous literature review on the subject of your research (secondary information), you should make some focus groups with policy makers to discuss the items of the questionnaire with him according of the literature review and the objective of the study.
Than you will be able to get a first version of the questionnaire (primary information). You should try to minimize the open questions.
That a pilot survey to see if the target population (policy makers in your case) can understand the question, can answer, want answer, etc. (at least 10% of the surveyed sample).
After that you can write the final structured questionnaire to be performed to a representative sample of policy makers to get a reliable information.

I agree with Samir Sayadi that clearly defining the objectives and outcomes of your research is what shapes the questionnaire. I think you need some kind of structure or classification of policies for your questionnaire to make sense and be useful. If it is of any value to you, I just recently finished a paper on agricultural policy trends that might give you an idea of themes and topics of interest to policy makers. The main structure is: 1. market oriented policies 2. policies for Integrated risk management 3. Sustainable use of natural resources and 4. Efficient use of input and factors of production in agriculture.
In terms of policy classifications, you might also like to check the series of publications by the OECD on Agricultural Policy Monitoring and Evaluation and the series of country policy examinations performed the World Trade Organization.
This examples should illustrate how important is to define the level of detail and depth of your analysis.
