designing primers does not change in function of the sequence you're working on. Designing is therefore the same way on exon, intron or promotor, following the recognized rules for primer designing. The only thing you must take care of is what you'll do with those primers. if it's for DNA or RNA applications, I mean cloning, DNA or RNA sequencing, qPCR or qRT-PCR...and here you'll need to take caution where you'll design. For your question, do as usual for designing in promotor.
