Hi, You should first treat glass fibers with base (e.g. NaOH), to form more hydroxyl groups, and than rinse it with MQ water. When you do this you can try to prepeare in situ your NPs with the present of the pretreated glass fibers. Presence of OH groups should help o bind NPs to glass surface.

Try washing your silica glass fibre in Piranha solution? This should give the surfaces of the fibres a Very Good Clean indeed and hydroxylate the surface - though I'm not sure this is a sticky surface for silver nanoparticles; depends on the surface chemistyy of you silver nanoparticles....?
Perhaps you may need to do some chemical functionalisation of your silica fibre, using, e.g. silane chemistry [1]. I'd try adding primary amine groups to the surface of your fibres, as will likely attact silver nanoparticles.
