Use of surfactants can be of help in case of thwarting the movement of water striding insects. Liquid soap with traditional coconut or mustard oil is also used in artisanal farms. Very fine sized mosquito nets strung across the pond above the surface of the water also can be thought of as auxiliary preventive measures. Aquatic weeds or marginal vegetations need to be kept in check or eliminated unless they are directly pertinent to safekeeping of the fries or the embankments and dykes. Actually netting the water prior to spawn doesn't help much in controlling the aquatic insects and any dent in their population is soon replenished owing to their generous fecundity. Use of 'Butox' (or deltamethrin) is also very much recommended.
