The transmittance Ts for specular light incidence is 67 percent.
The transmittance Td for diffuse light incidence is 50 percent.
The incident light I is partly specular Is and partly diffuse Id such that
I= Is + Id,
Then the transmitted light It will be expressed by
It= Ts Is + Td Id
Since Ts and Td are less than one , It will be surely smaller than I and the total transmittance will be smaller than one.
Where is the mistake in your thought?
The incident light can not be diffuse and specular at the same time.
