This innovation policy exactly fits into your question as it is an EU policy for regional development which has to be implemented on national and regional level (top-down). It lookalike your unit of analysis, the underlying study thesis, is the acceptance of transfer policies by specific EU stakeholders, so this can be a comparative or comparatively descriptive design.

A multiple casd study of several firms, e.g. 6-10 may be easy based on what my students often do. A quantitative analysis of survey items items would also be easy and more positive. Try reading,
