Professor Yuri already answered it very nicely. I will just like to add one very basic thing. Surfactant also act like a coating over the nanoparticles which helps to develop a kind of repulsion bond. This prevents agglomeration of nanoparticles and sedimentation finally.
Couldn't agree more with prof Yuri. Another point if i may add is the tanford/hydrophobic effect of surfactants. Not only their existence reduces the surface/interfacial tension by their orientation in a system, thus the Gibbs free energies. Hence understanding both hydophilic/hdropobic moities is crucial and especially in coating or modifying surfaces as mentioned by Ravi and etc etc.
