How would Structural Equation Model( SEM) methodology and data analysis fit in the study that seeks to establish the relationship between human development and five factor inflows?

SEM is a powerful technique. It will establish the 'degree' to which the independent variables influences the dependent variable. Hence if you have 1 dependant variable and 5 independent variables, it can determine the effect of each independent on the dependent. This will allow you to determine the most effective relationship between the variables.

a regular multiple regression will do that for you on the manifest level using items or scores whereas in SEM you can look at the relationship of latent constructs. Additionally, latent variables can serve as both dependent and independent variables at the same time.

from the scarce information you provided, it does not sound like you need SEM if you do not operate with latent factors. What has led you to the decision that SEM is warranted?
