I have measured H2O2 in primary hepatocytes of fish. How should I express the concentration? in terms of mg of protein or in terms of number of cells?

you can use both methods of result calculation. However, under some conditions (e.g. when cells are hypertrophic, that is they have increased content of cell proteins) the better choice would be to express the results per a constant number of cells (e.g. x105) cells).

It probably depends on the method used to determine the H2O2. E.g. Fluorescence, FACS, Chemiluminesence etc.
Then you can express it as MFI (Mean fluorescence index) per million cells
or
Relative Light Units per second per million cells (RLU/s/mill)
or if you have a specific unit such as molar then you can express it per tissue volume (weight e.g. gram) or cell number
