I am doing seismic analysis of water tanks. tank is modeled using shell181 element and water using Fluid30 elements. FSI is defined properly and Fluid 30 with 4dof is provided for elements in contact with structure and 1dof for interior elements.
Is it correct to merge the nodes of fluid and tank, or should I specifically couple transnational degrees of freedom. What is the difference in structural action between these two

Maybe you can find some informations in the help of Ansys in the 'Verification Manuals' --> 'Mechanical APDL Verifications" --> "I. Verification test cases" --> VM157, VM177, VM 282 and VM283.
There are different examples, with and without structure at interface and you can find the APDL code for each VM.

I have checked the verification test cases VM157, VM177, VM 282 and VM283 . In some of them FSI is defined to nodes whereas in in others to elements. Does both give same result ?

I have merged the common nodes( tank and water ) before applying FSI. but the results are different from those of coupling the degrees of freedom and then applying FSI. I am not sure which one is correct procedure. But the mode shapes seem to be correct for merging nodes + FSI

I am not familiar with ANSYS, but keep in mind how you would expect the fluid to react inside this vessel when you load is applied. From there work backwords & model your constraints to give you that reaction.
