I have seen some papers saying that part of these papers has been published there and there at that time. Even some conferences say that their accepted papers, after extension, would be publishable in journals. I doubt how this is allowed in research community to reproduce the same paper and just include some extra stuff to make them republishable in journals.

Some research work published in conferences is not mature and include preliminary results, after more time and more investigations a lot of extended results are obtained for the same problem. In that case, it is permitted with no ethical problems to publish the extended work on a Journal provided that you refer clearly that work is an extension for the work published on the conference.

That would depend on publication criteria of journals. Normally, they specify the rules when results are similar to a previous (conference) paper.
