I want to write a survey or review paper on Energy Efficient Localization Techniques in Wireless Sensor Networks. I think that there is already a heap of superb survey papers exist in literature. How can I justify writing new one?
I think your work would only be worth publishing if you can bring out something new than the heap of existing reviews. Why you are not thinking of selecting a topic in which not much work has been done?
If the already existing "heap of superb reviews" in the field are older than 5-10 years (as the case may be), you can consider going ahead with your review and report recent advances
I think summarising old works then comparing it is already a plus
Ur work will enclose results of many published works, readers will rely straightly on urs , for further details they have access to the old published papers
A paper's worth is with the new information it presents. I advice you dig out for the loopholes (research gaps/academic vacuums) in the extensive literature in the field and write on it.

It can also help you to carry out a systematic review or meta-analysis. That way, your review can provide answers to research questions that results from individual papers on their own cannot answer.
Additionally, with such a review you can develop theoretical frameworks for use in the same field or another research field.
Your paper should have an "add value" to the existing research, and you have to be an expert in the field to give a global insight and summarize the subject that make your paper attract readers and be useful for researchers in the field. Unfortunately some journals select experts whom will have acceptable review papers!
Review papers help the beginners to understand the concepts and already existing system in a better way. So, make your point of view on the existing system worthy.
Experts in their field of expertise will often produce valuable papers.
