Are you aware of a study that estimated the number of people who are permanently (psychologically) affected by a single road fatality?
For example, on average # of family members, # of close friends, # of eyewitnesses, # of rescue personnel... are permanently affected by a single road fatality.
I have seen several people talking about such numbers, but they never provide a reference to the original study.

Yes, it is difficult, but apparently some studies have estimated the number(s). However, I cannot find them. So, I asked if anyone knew about such studies. I don't need any explanation, just a citation;-)
This would be similar to studies on suicides that talk about how many people are exposed to suicide. See for example:
"Based on our findings, it is clear that for each death by suicide many more are exposed than the previously repeated six individuals. For each suicide, our data estimate that 135 people are exposed to the death, resulting in 5.5 million U.S. residents exposed to suicide in a given 12-month period."

I am not aware of the study mentioned in the question. However, my answer is that it is somewhat relative to the age of the victim.
If victim is a child (studying in school), the directly affected people are parents, siblings, friends and relatives
If the victim is an adult earning person, the directly affected people are parents, wife, children, friends, colleagues and relatives
If the victim is an old person, the directly affected people are all family members (child and adult), victim's friends, and relatives
