I think the country where the journal is published is important. Often papers published in journals from US, UK or other European countries are often viewed more prestigious than the ones published in third world countries.
There is an influence whether it is right or not. Articles published in countries such as USA and Western Europe appear to have more esteem than those published elsewhere. At least there is the perception that the review process, the rigor of the work and the reliability of findings of articles published in the countries mentioned above are at a higher level compared to others.

More than the country it is the outreach to the people and learning is whay I feel is important. I may be working on a journal not from my base country if its outreach to other researchers is significant and more distributed.
I agree with Abdullah Noori as well as it is advanced in the field of specialization, for example, soil science is very advanced in them and there are some countries that follow the example of such countries as Egypt and the United Arab Emirates. Research in the journals of these countries (America, the United Kingdom and Australia) is of great importance in scientific promotion and scientific Evaluation.
