Social media is paramount important today as a powerful platform / tool to share sentiments (sometimes for influencing purpose), contents, knowledge (e.g. like RG) as well as collaborate various sources of efforts without boundary & with 24 x 7 availability. Agreed some governments / agencies underestimated its power & when they realized, it is too late to do something.

Think proliferation of social media adoption rate is depending on several factors which include e.g. each country's political will (e.g. control / clamping down on certain unfriendly websites), digital divide policy, infrastructure availability / development like power supply utility, accessible of end point devices like computers, tablets, smartphones as well as Internet connectivity.
I can speak from a teaching-learning perspective. Digital natives of the 21st Century use social media as an extension to their lives, so educators have to use to teach them. Social media has topled many governments in the last decade, particularly in the middle east, or has been paramount in giving people political voices at an international scale. ISIS's propaganda machine is now largely SM based and has worked to recruit impressionable people from different countries into its fighting force.
I would say that Social Media grants the ability of voice, without barriers, on an international scale and is immensely important in the 21st century.
Social media use is, above all, a kind of pragmatics (a paper of mine about this is attached here). So, you can see either a global and a local use of them. Therefore, mainly here in Brazil, Digital Studies agreed in a new concept called "glocal". Social media is the perfect mixture of global and local forms of use.
