basically, D' band is aroused from the edge reconstruction & dangling bonds of the sp2 carbon, especially at the edge cites, in case of graphitic materials. Ingeneral, it comes as a shoulder for the G-band (graphitic) at higher frequency side...D' also originate from the 2nd order resonance K and K" and dispersive in nature..
