3 horse breeds, 25 animals for each breed, genotyped using 29 microsatellite markers.

I have calculated the F-Statistics using F-STAT. The FST value is 0.006. How to test if this value is significantly different from zero. I came across few articles where a mention is made '.......FST significantly differed from zero' but do not specify the test used. In my case we know 0.006 is a low value indicating a very low genetic differentiation. How do we calculate this value is significantly different from zero? Is the purpose of finding difference from zero to see if the population is panmitic?
