different scales/ guidelines are available for assesing quality of systematic reviews. i wish to understand how to appraise review and overview articles without predefined search strategies
There is nothing like that a quality parameter scale for review articles it is the area and its commend of addressing the issue under study with updated references that makes it a quality paper
I think there are no specific tools for assessing literature (general) or mini reviews. Also, these types of reviews depend on authors' experience, knowledge and opinion of certain topics by looking to the recent and updated evidence. However, in general, it is possible to criticize and evaluate these reviews by looking to (1) the organization and content presentation, (2) clarity of ideas and (3) the used evidence (authors, type and design of studies, relevant and reliable topic, date of publication, journal rankings, the interpretation of argument and counter argument). There is a good research paper that may help you a little. Please find the attached document or click on the link below:

Difficulties in Accessing and Assessing the Original References Upon Which an Article is Based
Perhaps the most difficult part of this evaluation of both systematic and non-systematic reviews is the difficulty accessing the original references on which the article is based. Difficulty access the original references means that there will be difficulties assessing the methodology of those original references and therefore difficulties in assess the grade of evidence in those references.
