The quality of the articles could be a priori defined if inclusion criteria are meet or not. Then the risk of bias of the selected articles is also assessed and could be used either as a covariate or in the sensitivity analysis
You can shape your eligiblity creteria to select better study designs, for instance only including RCTs, however you cannot shape your eligiblity creteria to select only low bias studies, as risk of bias is assessed after you have selected studies for review.
If you find your review has included many high bias studies, then it would be worth doing a sensitivity analysis excluding these studies, to see the effect of them on the results.
