I want to study the knowledge-action gap of drivers at pedestrian crossings by looking at why they do the things they do despite the knowledge they have on pedestrian crossing regulations. I aim at using Observations and Interviews to conduct this study. Now to my problem:

1. Do I interview drivers I observe violating the regulations on their knowledge on these regulations?

or

2. Do I observe violators' actions and interview a different group of drivers on their knowledge of the regulations?
