The following is a cleaning procedure for HF membranes:

Clean Membrane Element with Caustic / Oxidant Solution

Recommended CIP Volume:

10 – 20 liters per m2

(1 – 2 liters per ft2)

Recommended Cleaning Solution & Conditions:

0.5N NaOH at 35-45 oC

(for moderate foulants)

or

0.5N NaOH + 400ppm NaOCl at 35-45o

C (for difficult foulants).

I've been involved with tech support on these same cartridges for >20 years and agree fully with Rafik's cleaning suggestion as well as Dr. Gupta's advice.  But the rapid flux decline may not have been associated with NaOH cell lysis.  For an open MF membrane processing cells, the advice would be to practice permeate flow control.  So instead of allowing a high initial flux, one would restrict the permeate flow (pump or valve) and only allow a modest flow from the filtrate.  For a high throughput capacity (L/m2) one might use a flux of 30 LMH.  If the  volume of cell culture is relatively low, and the you are using a cross flow rate of perhaps 200-300 ml/min, then the flux could be set to a higher rate of 50-100 LMH.
