I want to know information for by which chemical formulation we can accelerate the flowering or anthesis of a paddy plant.

Spikelet fertility can be affected by drought and salinity stress. Humidity is also an important factor. However there are cultivar differences. If you are growing plants in hydroponics, you can add putrescine to increase stigma receptivity (try 10 - 20 micromolar putrescine. You are also asking about accelerating flowering. For that you can shorten the photoperiod and many cultivars will respond.

For pollen, have you tried the usual process of drying anthers, removing the pollen then putting the pollen in a standard freezer?
1) Place dehiscent anthers in a small plastic vial with a couple of beads of silica gel but do not permit the beads to touch the anthers. Place the cap on the vial.
2) Wait an hour then open the vial and remove the beads and the empty anthers.
3) Seal and label the vial. Store it a regular meat freezer. Depending on species it will remain viable 3 - 6 months but once you remove it and open it you can't use it again.
