To increase mechanical strength by surface modification is possible only by coating of some polymer, or metal, or metal-oxide. But, the best possible way to get better mechanical property would be making a composite.
You can reinforced with carbon nanotube by insitu method followed by hot pressing of block.
If the graphite block is typical industrial graphite it will have around 20%. You can try to impregnate with a pitch type material and then perhaps carbonize. Some very old papers have used a sugar type thick solution back in the 1960's for various experiments. This is similar to the coating method suggested above except you are reducing the surface or more precisely the surface layer porosity and increasing density and modulus and thus should see some increase in strength (both compressive and tensile (as it will arrest cracks), but the increase will be fairly modest.

There is a wide range of coating to the graphite surface stemming of almost class of materials. As an example: Cu, W, Mo, B, NiCoCr, Si/Hf/Cr, Hydrothermal carbon, Alkali chloride, Amino Ferrocenes, B, ZrB2, TiB2, another Borides, SiC, TiC, NbC, ZrC, Cu2O, MgAl2O4, composites SiC-Si, ZrC-SiC, MoSi2-SiC, C-SiC, Cementitious.
Despite of the major parameter, mechanical strength had been selected another parameter are typically relevant. Selection of the coating and coating thickness can be carried out from broad set: of parameters (variables) such as: hardness (resistance to scratching), thermal shocking resistance, chemical resistance and in fact thermomechanical features. Seems that high mechanical strength should be further considered from view point of thermomechanical properties (high temperature mechanical strength); in addition thermal shocking resistance should be further considered if some components have aerospatial application.

In the link above, a great number of methods of deposition and coating materials can be found. Also, seems that it is possible to growth a diamond coating on the graphite carbon using a high power Laser, with short pulses.

The whole structure of Dron body is graphite which is in contact with large number of MEMS cells. Our main aim is to modify the graphite surface only. @Krishna, You can suggest different surface modification procedure of Graphite. Thank You.
