If you are talking about micrometer slices then you need your phantom to be hard enough for sectioning. Why not try to cut a frozen sample, as a carpaccio ! otherwise you need to embed it in a resin.

I have no idea what you mean under "imaging phantom", but it looks like you need paraffin or resin embedding, but first you have to dehydrate your pieces. Fixation also could be useful.

Besides the paraffin or resin embedding for microtome sectioning, I have an idea that embedding the samples with 5% agarose and then sectioning with vibratome. From my experience, it is better to section from 100 um to several mm thickness and also can section about 10 um thickness. So, you can try this technique.

After sectioning with 5% agarose, you have to separate the samples from agarose and then stain the sample for imaging. In this way, you can try. Moreover, staining the sample with agarose is also okay. Agarose does not the staining and imaging due to transparency.
