Parents can help their children to read in different ways. They may encourage them by listening them ehile reading, provide a suitable atmosphere, create enjoyment, draw their attention to the merits of intensive reading, etc.
I think the first help thing is create the habit of reading in their children and then offer a huge variety of books and tools to understand this books.

Let them listen to the music, watch cartoons, kids movies....
The best way is to use the services of local institutes involved in teaching English. Language literacy in general and reading in particular are easily attained at such institutes because they teach children to read utilizing gamification and drama techniques.
Encourage the children to read books in English as well as watch educational programs on the television (public television, for example). Also provide facilities whereby the student can watch a program in English with perhaps subtitles in their native language. This is a good way to learn.
