SCImago is using the database of Scopus. So, inclusion in SCImago means indexing in Scopus as prerequisite.
I had a look at the journal and the first impression is okay. Proper information, decent editorial board and papers are professionally edited. Some ‘tips’ I can give, cannot fully overview the financial aspects but in the ‘ideal’ world these could improve your journal and make Scopus indexing more likely:
-Try to obtain a DOAJ membership (this is a reassurance for those who want to submit a manuscript that one deals with a legit and genuine open access journal)
-Assign (real) DOI nr to your papers
-Try to attract an international number of researchers to submit manuscripts to your journal (for example by an invitation/call for papers here on RG)
-Try to approach Google Scholar for indexing (this helps the visibility of papers published)
