Using a 3-metre resolution RGB image, I can't distinguish between built-up and barren land/bear soil because they have nearly the same color texture. This makes it difficult for me to perform image analysis.
I am using SVM classification algorithm in ArcGIS 10.8. I also tried segmentation approach to separate barren land/bear soil and buildup but no improvement.

Usually you need to get more samples from the class you are interested in. Another technique is to get your samples as close to center of the pixels as possible. Also, try to incorporate (if possible) another predictor (e.g., land cover layer).

Why use a RGB image when one has any number of platforms and sensors that give you many bands, especially thermal?
