First dissolve PVA in solvent (ie hot water) beaker, in another beaker dissolve K2SO4. after complete dissolution for both, then mix it together. Stir again... then you can see the homogenous solution.
Ratio of salt and PVA (dissolution is based on its hydrolysis and the precipitation is strongly related to the interaction between cation and hydroxyl group) is a big concern. You cannot simply follow some literature, because some of them are difficult to repeat. Try to add less salt (i.e. lower ratio of salt and PVA), then precipitation can be avoided.
