Your question is not answerable. There is no such thing as 20mM PBS. Now you could have PBS with 20mM NaCl or 20mM phosphate, but each ion is present in PBS at a different concentration. So you need to specify which one you are referring to. Normally it is the salt concentration that people are most concerned about but each situation is different.
