It depends on their purpose. However, starting from a copper(II) salt precursor you will need a reducing agent (i.e. borohydride, hypophosphite, ascorbic acid etc.), a capping agent to avoid crystal growth by steric and electronic forces and, if you want to synthesize very small nanoparticles, you might need a protective agent to avoid copper oxidation. The capping can be performed either on the forming metal particles (by cationic surfactants) and/or on the Cu(II) precursor. In the latter case you could use anionic surfactants or polymeric molecules rich of O and/or N such as PVP.
