But, in general, for anything, a large portion of costs will be site preparation and the trade-offs and compromises needed, i.e. 'topography rules' - unless a site is perfectly flat. The most obvious case would be a steep north facing slope. All the various parameters mentioned in the design documents can be expressed as layers in a GIS model, and basically filtered to determine what can actually achieved for a specific site.
