Looking at data sheets from the producer ofthe material (be aware of heat treatment effects) or from the literature or by measuring them directly.
Quantum chemistry is more or less useless for things like stress-strain curves in technical materials.
Special Metals and ASM website can be useful as a starting point. Ideally, do you own experiment as those data may not match your batch.
It depends on the specific steel you want, for the most common ones for example A36 all the information is available on papers and thesis. One of the best software is Jmatpro. ¿Which are you interested in?
