If it is not written on the website then maybe it's free. But you are an email from finding out the truth. But most reputable journal would have every info written especially in the "guide to author section".
Normally, good journals does not charge for publication (unless it is open access). Normally, the publication fee is given either in About Journal OR Authors Guideline. However, you have to be very careful that the journal, which you are targeting is genuine or not. There are many FAKE journals which publish articles just to make money and also indicate fake impact factor.
