I think that TCO resistance should not have great influence on the Voc, since at open circuit potential there is no current flowing through the TCO. Voc is mainly related to collection efficiency of the photoanode, i.e. to the recombination rate. Lowering TCO resistance I would expect an improvement of Jsc and FF.
