Suppose there is a network of problems (causes and consequences) and you need to prioritise some of them to be fully analysed afterwards. You need to prioritise because you don't have time to analysed all of them. Such causes and consequences are not independent but interdependent. How would you prioritise some of them?
In my view, the applications of various system optimization techniques would be a great help.

Why do you consider the problems in a network?
It would be necessdary to know how alternatives are linked, for instance:
- There are precedence, that is, forcefully, alternative A1 must precede, for whatever reasons, alternative A5
- Are alternatives inclusive or exclusive. Inclusive is when several alternatives may be chosen at the same time, in a ranking. For instance we can say A6 > A1> A3....
Exclusive is when say :If A7 is selected, then A2 and A8 can't ve selected.
- Alternatives must comply with a certain number of criteria
- The same alternarive may be developed in different scenarios, although with different performance values
- There are too many alternatives, as in the case of environmetal indicators, which number must be reduced for practical and cost effiient analysis.
- There could be alternatives that can share some places but not others, for instance in determining best sites for renewable energy generation using PV and Wind.
As you can see there are are many different options.

- In this phase, I am not considering alternatives as solutions. This is just a step to prioritise the consequences which will be fully analysed in the next phase.
- Consequences are inclusive. Relevant parties can choose several consequences at the same time.

I am not sure, what you are looking for,but I think Markov decision process (MDP)decision-making can be one method for tackling decision making process. You can also even make the problem as a game with multiple consequences and solve using game-theory

You are not looking for alternatives as solutions; fine.
What if you consider consequences subject to causes, and find he priorization of them using MCDM? And there could be several consequences depending of the intensity of the cause.
For instance, in examining accidents, you can relate speed of cars and the potential risks associated (consequences), for several speeds and several consequences. Even for a same cause, you can have diverse and inclusive consequences.
