I have worked on women's safety for their empowerment. Because if a women will feel safe in their workplace then they can move forward to their goal & can establish empowerment.
I suggest creatively to exploit for search of women empowerment the social market economy paradigm, where You can notice many social activation theories, for instance, of "welfare states modeling" (institutional redistributive universal model, etc.), or "social quality" theory (with four corners in "social quality quadrant" - one of them being as social empowerment).
