This journal is a so-called hybrid journal. This means you can publish for free and only when you opt. for open access they will charge you a fee but when you not choose for this it is for free, see for details: https://www.magonlinelibrary.com/page/authors/openaccess

PS. Be careful where to publish, your previous paper was published in a journal that is included in the updated version of the Beall's list https://beallslist.net/standalone-journals/ this is one of the red flags for predatory journals/publishers. Search predatory here on RG if you want to learn more about this unfortunate phenomenon.
