According to Micheal Halliday's transitivity analysis, words "concede" and "accuse" should be considered Verbal process or Mental (cognition). Both words are a bit confusing.
"Grave is of missing girl, concedes minister"
" Party accuses police of abducting its central leader"
Above are two examples for the usage of both words.
As far as I understand they are more likely to be taken more as a mental cognition then verbal process .

Thanks Moneeba, well accede seems to be mental cognition but honestly accuse looks like more of a combination of both, but I guess I should go for mental cognition then.
