No, they are not identical from the formulation. But I think you should choose a red nuclear staining as counterstain to the blue of alcian blue.

Yes, they are different. In my opinion you can use PAS + AB combination at various pH ranges; especially pH 0.5.
Additionally, you can use Mallory's Phospho-Tungstic Acid Hematoxylin method for the same purpose.
