Today i read a news that 65C room temperature superconductivity has been achieved by increasing dielectric constant. You can read that news (19/01/2014) at http://www.superconductors.org/65C.htm. The experiment uses titanium instead of silicon.

The results are not still conclusive. The magnetization data does not clearly show Meissner state and also zero resistivity. Though signature of Meissener transition is seen in one of the so claimed "room temperature superconductor" in the Oak Ridge National Laboratory by magnetization measurements which is also not conclusive. So, I will say not conclusive and acceptable till now.
It will be interesting to know how signal changes with increasing pressure. It is my hunch that it will not only increase T_c but will also increase the signal to noise ratio.
VERY NICE!!! Many many years ago I used to think in that way to change e-e interaction by changin dielectric constant i.e. increasing dielectric constant and decreasing e-e repulsion. But how I could not manage!!! I used read a paragraph from Hand book of Physics and used to think in that way. Today I again searched that Hand book and saw that paragraph. It was amazing to see this!!!
