I think the answer is simple because the owners of Alzazeera are clearly known and their weight of influence is somehow clear. But BBC is larger than any contemporary British Government. BBC is an institution on its own 

Thanks for your answer Aliyu. So you do ot know of any case where any government/regime complained to the British government about the BBC broadcasting of any news/programmes?

The link I have provided explains the BBC's governance structure and includes an additional link to submit complaints.

You will see that the charter of the BBC guarantees its independence from the government (see paragraph 6).  As a result, complaints submitted directly to the government would be perceived as being mis-directed.

Al Jazeera is owned by the government of Qatar and run by the ruling family, as I understand it from published reports.  That would seem to put them in a different status than the BBC, possibly making people think that complaints to the government are more appropriate than for the BBC.

Moutassem -- I do not think that it is possible to know.  

The British government would not have the power to take action with respect to the complaint, because of the BBC charter.  So the British government would probably not make a point of recording and documenting the complaint.

But your university is in UK.  You probably have better opportunities to find answers to this question than most of your ResearchGate colleagues.  Ask your local member of Parliament which government office to ask about record-keeping about any such complaints.

Nigeria has had reasons to frown openly and through constituted British Diplomatic channels of BBC's commentaries, docummentaries and pronouncements over Nigerian matters.

Diplomatic rows premised upon such flaws chill with "time".

Several platforms continue to excuse UK government of control of the BBC and her damaging mis-representaion.

The short answer is yes. Michael above provided the link. but not much will change.

About news broadcast and its content, the purpose of informing the masses seems like an excuse to launch institutional/government agenda. You have a choice not to watch their broadcast. The issue is when you watch their news from the perspective of the foreigner, you want to complain. Overseas news/programs are at times advocacies of sorts seeking acceptance of ideology foreign to native audience.

Next, broadcast organizations need permission to broadcast locally. With or without permission, they spray their footprints globally, anyone with a dish and a tracker can follow news legally or illegally. Following the experience of Mr. Chuks Agoha of Nigeria, Malaysia's state broadcaster once suspended the subscription of CNN and then reinstated it.

Finally, the British left behind a Public Broadcasting Model that relates quite closely to the nature of the democratic nature of the nation. In a continuum of models, I believe Pakistan followed a socially responsible model of broadcasting just like the BBC. However I would not say that both countries or institutions are now socially responsible. They have evolved from their original practices. one is championing the cause of the west and Pakistan is essentially an Islamic broadcaster. 

Therefore there is bound to be ideological differences in audience reception.
