I saw many journal explain reduced Graphene Oxide with TiO2 to reduce Rhodamin B, i wanna ask which one is better rGO or GO to reduce the Rhodamin B, because Rhodamin B is polar and GO is also polar, but rGO is less polar, so which one is better to adsorb Rhodamin B?

It is true that there are numerous literature on Go and rGO or various metal/metal oxide engrafted rGO with various applications like photodegradation of various dyes or adsorption of various anions etc. As you are specifying on the adsorption property of GO and rGO for RhB adsorption you may perform the Surface area study of these. The surface area study gives you an idea about the surface area along with the pore size also. From these data, you can compare. Generally more the surface area more will be the activity of a material.

While the application is different, this is what I think would be relevant to you:
1) In terms of adsorption, I think that pore size and surface area would be relevant to your study.
rGO has better pore size and GO.
2) The synthesis procedure for rGO affects these properties.
