There are actually 4 or 5 data bases that I can think of dealing with dysarthric speech. The Linguistic Data Consortium at the University of Toronto has the TORGO data base and there is the Nemours data base from the DuPont Institute in Delaware. I think they make parts of the samples available on DVD. The TORGO base is larger, I believe, but the Nemours data base is a good one too.
CHILDES browsable database has files titled 'Clinical', but since they removed all the background info on subjects it's of limited use. Unless you address them at cmu.edu directly

Is it available to PhD scholars
The Moss Aphasia Psycholinguistics Project Database (MAPPD: http://www.mappd.org/) has data from individuals with varying degrees of apraxia of speech. Not quite the same as dysarthria, but maybe useful for you. Their picture naming responses are transcribed phonetically, but recordings are not available. The database is publicly available to researchers, you just need to create an account and agree to the terms of use.
How to get torgo database and Nemours database?
