I am using Landsat 7 images for land surface temperature estimation. My study area is large and it requires using 4 images, so I have to mosaic the images. On the other hand, Landsat 7 images have scan line error and I should fill the gaps. Should I fill the gaps first then mosaic the image?

I believe you have to apply all the corrections prior to using multi-spectral imagery (even cosmetic corrections).

Yes, I think it is a good idea to fill in first prior to the mosaic process
Avoid using fake date as much as you can. Fill the gaps only using atmospherically corrected data acquired by the same (different date and path; which is basically mosaicking of sort or, rather, image compositing) or other sensors (not ideal due to differences in spectral bands). Image composites are available online from various websites, including Google Earth Engine, but I'm not sure if they include the thermal band because surface temperature varies so much from day to day depending on precipitation and other factors.
Regardless of the amount/level of gap, I advice you fill the gaps first using available composite, as much as appropriate, before mosaicing.
gap filling is essentially an operation of reconstruction of missing data based on refence image regardless the method you choose, so it is considered as as part of preprocessing operation in remote sensing. It is a good idea to fill the gap after atmospheric correction operation by using reflectance image.
Yes, you should fill the gaps before mosaicking.
You could use the ENVI or ERDAS platform.
In addition, you can also use Neighborhood Similar Pixel Interpolator (NSPI) technique before mosaicking.
